Preheat oven to 450 degrees F .
Place pie crust in 9 inch pie plate. Crimp edges. Pierce crust several times with fork. Bake until set- approx 10 minutes. Transfer to rack and let cool. Reduce oven temp to 400 F.
Melt butter in heavy skillet over medium heat. Saute onions and garlic slowly until softened, approx 15 minutes. Spoon onions into crust.
Whisk eggs, milk, chives, bacon and salt in a bowl until blended. Pour the mixture over onions. Sprinkle with cheese and paprika.
Bake in a preheated 400 degrees F oven for 20 minutes- reduce oven temp to 350 F. Bake until filling is fully set- 30 to 45 minutes, or until a knife comes out clean. Garnish with the parsley. Can be served either hot or at room temperature.
